Collaborative: Integrating Systems for Joint Department of Homeland Security (DHS)/FEMA

Through MCP’s alliance with Innovative Emergency Management (IEM), we provided integrated emergency preparedness services in support of the Joint FEMA-ARMY Chemical Stockpile Emergency Preparedness Program (CSEPP). IEM subcontracts the communications system planning, design and implementation oversight to MCP.

As mandated by Congress, the CSEPP program provides maximum preparedness around the eight U.S. chemical weapons stockpile locations until these munitions are completely disposed of and/or neutralized. DHS/FEMA is in charge of the planning, design and implementation of an integrated emergency communication system to support the CSEPP and provide maximum protection to the public who are located in the emergency planning zones surrounding the chemical weapons depot sites. This preparedness program requires integrated and interoperable emergency communication systems for the federal, state and local emergency responders and for public alert and warning systems.

MCP services provided to integrate the federal, state and local emergency communication systems include:

  • 9-1-1 system planning and design
  • Emergency operations center and 9-1-1 facility planning, design and implementation services
  • Wireless voice and data communication systems to include UHF, 800MHz and broadband communications systems
  • Public alert and notification systems to include sirens, PA system
    and reverse 9-1-1 systems
  • Microwave, radio and fiber optic communication design services
  • Communication site design and implementation services
