Problem Solvers: MCP’s Facility and Technology Integration Services Selected for New PEMA Facility

MCP was brought into the joint venture team of Schradergroup Architecture and AECOM Technology Corporation, the global provider of professional technical and management support, for the technology design and re-location planning related to a new statewide 97,000 square feet Emergency Operations Center (EOC) facility. The Commonwealth of Pennsylvania selected this team to develop the facility program, perform facility and systems design, and provide oversight of construction and technology vendors. The Commonwealth also identified a very stringent schedule for construction and transition to the new headquarters. Once construction is completed, the technology in the EOC will be upgraded prior to occupation of the new center, which is anticipated to be open by May 2013.

MCP is responsible for aligning all technology elements with construction and commissioning of the new site. MCP is also scheduling all elements of the technology and operations migration to the new facility in long-term planning while developing the systems specifications, installation, transition plans, and commissioning of new systems budgets.

Technology components of the new site are many and include support of the following elements:

  • Pennsylvania Emergency Management Agency (PEMA) headquarters
  • Offices of Homeland Security, the state fire commissioner, and the administration’s radio project
  • Joint Information Center (JIC)
  • Senior Leader Situation Room
  • Pennsylvania Department of Transportation Area Command
  • Pennsylvania State Police Activation Watch Center
  • Bureau of Radiation Protection Watch Center
  • All Hazards Fusion Center with a sensitive compartmented information facility (SCIF)
